Lindsay Gemmill, Associate

Lindsay studied at the University of Glasgow and London School of Economics and Political Science. Since then, Lindsay has worked at a senior level in the public and independent housing sectors, as well as in the private sector providing consultancy services to local housing authorities and housing associations.

During a 30 year career, Lindsay has held posts in most areas of housing practice, and in housing policy , planning and research. She has worked in some of Greater Glasgow’s most challenged communities, and always with local tenants and residents. In the last 10 years, she has worked predominantly with tenant and resident led housing management committees, advising on organisational structure and constitutional issues, governance and risk, the regulatory and policy environment, mergers and de-mergers, disposals of housing assets, and housing service contracts.

From 2000, Lindsay had a number of senior manager roles during the establishment of Glasgow Housing Association (GHA), including a 3-year period as housing advisor to GHA and Interim Senior Manager while working as Assistant Director with Ernst & Young LLP. From 2003, employed by GHA, her roles included managing the new Association’s registration, compliance and governance, serving the Board as principal officer in the Secretariat from 2003 to 2005.

In 2005, Lindsay became Head of Service at GHA, responsible for the delivery of it’s unique programme of second stage transfers, (SST). Between March 2009 and programme completion in June 2011, SST delivered the transfer of 19,000 homes to 28 local housing associations in 33 transactions, including TUPE transfer of 300 members of staff and change of factor in 1,900 units of common property.

Lindsay is currently part of DCL’s team advising Tollcross Housing Association in Glasgow on its governance arrangements.
